Authorities are responding to Russian rocket and missile strikes targeting various cities in Ukraine, including Kyiv, Kharkiv, and Pavlograd, on Jan. 23. The strikes have left at least four people dead and 54 injured. In Kyiv, buildings were struck in Darnytskyi, Pecherskyi, Solomianskyi, and Sviatoshyn districts, injuring 18 civilians. Additionally, an unexploded warhead has been found in an apartment building in the Sviatoshyn district; the building is being evacuated ahead of a disposal operation. Emergency crews continue to extinguish blazes in various parts of Kyiv. Several residential districts were struck in Kharkiv, where the most casualties were reported; at least two people are dead and 35 injured. A gas line in Kharkiv was also damaged; emergency crews are active in the area. In Pavlograd, one person was reported dead after a Russian rocket attack on the city early Jan. 23. Casualty figures may increase as emergency crews continue their response.
Over the coming hours and days, heightened security measures will likely be in place around impact sites across Ukraine. Localized ground travel and business disruptions are probable. Utility outages are also likely in the immediate aftermath of strikes. Further Russian aerial bombardment of Ukrainian cities is likely in the coming days.
Avoid impact sites until authorities give the all-clear. Shelter in place if there is fighting or airstrikes in the area. Stay away from windows and exterior walls if officials report incoming rocket or artillery fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
