Drone and missile attacks cause utility outages and casualties in multiple areas of Ukraine on Nov. 17.
Air defense units and emergency crews are responding to a significant Russian drone and missile attack strikes across multiple areas of the country Nov. 17. According to Ukrainian government statements, Russia launched around 120 missiles and 90 drones - of which around 140 were intercepted - targeting cities and electricity infrastructure. The majority of attacks occurred in Kyiv, Mykolaiv, Odesa and in western and central areas of the country. Casualties due to falling debris have been reported in Kyiv and Mykolaiv, where one person was injured, and two killed and six others injured, respectively. Authorities in Ukraine have enacted emergency shutdowns of multiple energy generation and transmission facilities, resulting in widespread blackouts; officials are working to restore power.
Disruptions due to air defense and emergency response operations are likely through at least the early hours of Nov. 18.
Shelter in place or proceed to the nearest bomb shelter until authorities give the all-clear. Stay away from windows and exterior walls if officials report incoming rocket or drone fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
