Air defense units and emergency crews in Odesa are responding to multiple Russian drone strikes across the city as of late Nov. 14. The strikes have caused several explosions, including at least one in the Center District, sparking fires. Moreover, a heat generation facility was hit, prompting it to suspend operations; heating utility disruptions are reportedly occurring in parts of the city center. At least one person was killed and two others injured in the attack. Additionally, preliminary information indicates that at least four large explosions occurred in the port area.

Disruptions due to air defense and emergency response operations are likely through at least the early hours of Nov. 15.

Shelter in place or proceed to the nearest bomb shelter until authorities give the all-clear. Stay away from windows and exterior walls if officials report incoming rocket or drone fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
