Ukraine: Aerial attack causes utilities outages in central Odesa late Nov. 14
Aerial attack causes at least two fires in Center District, Odesa, Ukraine, late Nov. 14. Heating outage reported.
Air defense units and emergency crews in Odesa are responding to a Russian aerial strike on the city as of late Nov. 14. The strike caused at least one explosion in the Center District, sparking nearby fires. Moreover, a heat generation facility was hit, prompting it to suspend operations; heating utility disruptions are reportedly occurring in parts of the city center. It remains unclear what weapons system was used in the attack; there have as yet been no reports of casualties.
Disruptions due to air defense operations and emergency response are likely through at least the early hours of Nov. 15.
Shelter in place or proceed to the nearest bomb shelter until authorities give the all-clear. Stay away from windows and exterior walls if officials report incoming rocket or drone fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
