Tensions likely to continue in Haldwani, India, into at least late February. Officials relax curfew in Banbhulpura area as of Feb. 20.

Officials will likely maintain their existing heightened security posture in Haldwani, Uttarakhand State, into at least late February following violent civil unrest on Feb. 8, which left at least six people dead and 60 others wounded. The unrest was sparked after a mosque, which local officials allege was illegally constructed, was demolished in the city's Banbhoolpura area. As of Feb. 20, officials have relaxed curfew restrictions in the Banbhoolpura area. Additional security forces have been deployed to maintain order.

Further protests and clashes between demonstrators and police cannot be ruled out in the city over the short term. Transport and business disruptions are likely in areas subject to protest activity and heightened security measures, especially under any potential curfew orders. Officials could impose further restrictions, including telecommunication curbs, in response to any further civil unrest.

Exercise increased caution if operating in or near Haldwani until at least late February. Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Plan accordingly for business and transport disruptions. Maintain contact with your diplomatic mission. Heed all instructions issued by local authorities, including curfew measures.
