New Caledonia: Sporadic protest activity likely to continue across territory through at least late March

Pro-independence activists likely to stage sporadic demonstrations in New Caledonia through at least late March; heightened security likely.

Warning

Pro-independence activists are likely to continue to stage sporadic protests across New Caledonia through at least late March. The purpose of the demonstrations is to denounce proposed constitutional and electoral reforms. Activists have held sporadic, related demonstrations in the downtown area of Noumea and near the Saint-Michel barracks in Mont-Dore in recent weeks, prompting clashes and localized traffic disruptions. On March 21, activists affiliated with the Field Action Coordination Unit (Cellule de coordination des actions de terrain, CCAT) will rally outside the Congress of New Caledonia building in Noumea at 07:00.

Potential gathering sites for future demonstrations include government buildings, public squares, barracks, and thoroughfares. Authorities will almost certainly monitor any such gatherings and may use force to disperse overly unruly crowds. Further clashes between police and activists are possible. Localized transport disruptions are likely. Localized business disruptions cannot be ruled out.

Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Allow additional travel time near gathering sites. Plan accordingly for possible localized business disruptions. Heed all official transport and security advisories.
