Authorities are responding to Russian rocket and missile strikes targeting various sites in Kyiv, early on March 21. Explosions were reported in the Podilskyi, Svyatoshynsky, and Shevchenkivsky districts of the city at around 05:00. Initial reports indicate that a number of buildings and local infrastructure, including an electricity sub-station, are damaged. Local authorities confirm around 11 injuries and a further two in the Kyiv region. This is the first multiple missile attack on Kyiv since late January; further Russian aerial bombardment of Ukrainian cities is likely in the coming days.

Emergency response operations will likely continue in the coming hours. Heightened security measures will likely be in place around impact sites. Localized ground travel and business disruptions are probable. Utility outages are also likely in the immediate aftermath of strikes.

Avoid impact sites until authorities give the all-clear. Shelter in place if there is fighting or airstrikes in the area. Stay away from windows and exterior walls if officials report incoming rocket or artillery fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
