Suspected armed rebels associated with 3R (Return, Reclamation, and Rehabilitation) killed at least 17 people near the village of Kella-Maoule, Ouham Pende Prefecture, around 12:00 April 2. Reports indicate that the suspected assailants invited local villagers to discuss efforts against cattle rustling in the area. The meeting was suspected of pressuring the local population to avoid engaging in agricultural production in the locality. Local officials have called upon Bangui to increase security measures in the vicinity of Bohang and surrounding areas amid continued insecurity posed by rebel groups operating in the province. Officials have not confirmed any arrests.
Increased security and localized transport disruptions are likely over the coming days as police attempt to locate and apprehend the perpetrators. Clashes between security forces and the assailants cannot be ruled out. Further attacks are possible.
The exact location of the incident is reported to be 16 km (10 mi) from Kella-Maoule. Kella-Maoule is located approximately 40 km (25 mi) from Bohong.

On May 21 2019, armed assailants affiliated with the 3R movement killed at least 46 civilians in three attacks in Bohong and the surrounding villages of Koundjili and Lemouna, Ouham Pende Province. Elements from the 3R group engaged in discussions with local authorities under the guise of a peace meeting on May 20, during which negotiations later broke down due to mistrust. The suspected defendants were later sentenced by a Special Criminal Court in 2022 for war crimes and crimes against humanity. The 3R rebel group is affiliated with the rebel outfit Coalition of Patriots for Change (CPC).
