India: Heightened security likely across Meghalaya State through mid-April amid unrest

Increased security likely in Meghalaya State, India, through mid-April amid unrest. Further protests likely; restrictions imposed.

Warning

Authorities are maintaining heightened security measures across Meghalaya State as of April 4, amid ongoing protests by the Khasi Students' Union (KSU) against the authorities arresting KSU members on April 2. The arrests are related to the alleged murder of two civilians by KSU members during an anti-CAA demonstration on March 27. The arrests prompted unrest, leading to the destruction of a police vehicle in Shillong and protests outside police stations in other parts of Meghalaya State on April 3. Officials have warned of additional unrest likely to occur and have issued prohibitory orders under Section 144 of the Criminal Procedure Code (CrPC) across the state's eastern districts, including Shillong.

Under Section 144, unauthorized public gatherings of four or more people and the carriage of arms in public are prohibited, among other rules. The measure also empowers local authorities to impose further restrictions, such as curfews if necessary. Security measures may prompt associated localized transport and business disruptions. Enhanced measures, such as curbs on social media and internet services, are possible if significant clashes occur.

Despite the gathering ban, demonstrations may occur in the coming days, particularly in Shillong and the Bangladesh-Meghalaya State border areas. Violence may quickly break out during gatherings, with protesters possibly engaging in arson and vandalism.

Exercise caution if operating in Meghalaya State. Avoid protests and navigating roadblocks due to possible violence. Leave the area at the first sign of any security disturbance. Plan for potential localized business and transport disruptions. Monitor trusted local media for protest plans, as organizers may not announce them in advance. Carry proper identification to present at security checks. Heed all instructions from authorities.
