New Caledonia: Additional protests likely across territory through at least April

Further pro-independence rallies likely in New Caledonia through April. Tight security and traffic disruptions especially likely in Noumea.

The Field Action Coordination Unit (Cellule de coordination des actions de terrain, CCAT) and other pro-independence groups are likely to continue protesting across New Caledonia through at least April. Organizers are denouncing proposed constitutional and electoral reforms that will expand voting rights to long-term residents of New Caledonia. Activists have held related demonstrations in downtown Noumea and near the Saint-Michel barracks in Mont-Dore in recent weeks, prompting minor clashes and significant localized traffic disruptions. A few thousand people may join larger rallies in the coming weeks, mainly in Noumea.

Popular gathering sites include government buildings like the Congress of New Caledonia and the High Commission of the Republic offices, public squares, barracks, and thoroughfares. Authorities will almost certainly monitor any such gatherings and may use force to disperse overly unruly crowds. Further clashes between police and activists are possible. Localized transport disruptions are likely; rerouting of public bus services is possible during well-attended marches. Localized business disruptions are possible.

Avoid all demonstrations as a precaution. Depart the area at the first sign of any security disturbance. Allow additional travel time near gathering sites, especially if operating in Noumea.
