Authorities are responding to a Russian missile strike targeting central Chernihiv, Chernihiv Region, on the morning of April 17. Explosions due to three missiles hitting the urban area were reported near the city center at around 09:00. Civilian infrastructure was reportedly damaged. Early reports confirm eight killed and at least 18 injured in the airstrike. The exact location of the strike has not been disclosed due to operational security. Authorities have suspended the provision of gas and electricity around the affected area due to the risk of further explosions.

Heightened security is deployed; travel and business disruptions are likely to continue in the coming hours. Electricity and water supply interruptions are likely. Further strikes are highly likely over the coming days. The intensity of attacks and the consequent engagements by self-defense missile systems will likely cause debris and further damage.

Avoid typical target areas, including energy and infrastructure facilities near the affected area. Avoid travel to active conflict zones in Kharkiv, Luhansk, Donetsk, Zaporizhzhia, and Kherson regions of Ukraine; consider leaving these areas by available ground transport if safe to do so. Exercise extreme caution if operating anywhere in Ukraine. Shelter in place if there is fighting or airstrikes in the area. Stay away from windows and exterior walls if officials report incoming rocket or artillery fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air raid shelters. Maintain contact with diplomatic representations. Due to the threat of unexploded ordnance, avoid off-road travel. Travel on well-used routes only. Do not approach suspected unexploded ordnance. In areas previously occupied by Russian forces, be aware of booby traps.
