Afghanistan, Pakistan: Ongoing protests near Torkham border crossings likely to persist through at least early September /update 3

Protests likely to continue near Torkham border crossings between Afghanistan and Pakistan through early September. Plan for delays.

Warning

Activists will likely continue their ongoing protest campaign near the Torkham border crossings along the Afghanistan-Pakistan border through at least early September. The demonstrations are to denounce the government for not providing enough for displaced families returning to the Tirah Valley. The protests will likely cause disruptions along several thoroughfares, including the N-5 along the Khyber Pass in Khyber Pakhtunkhwa Province.

Since Aug. 21, activists have begun sporadic protest campaigns near the Bab-e-Khyber monument at the Torkham border crossing to oppose the government's alleged inability to support the returning families. The unrest has disrupted the movement of cargo vehicles on both sides of the border, causing a loss of Rs 540 million since the demonstrations began. Officials have attempted to negotiate with the protestors, but the demonstrators have not accepted any terms as of Sept. 5.

Authorities will almost certainly monitor the demonstrations and may use force to disperse overly unruly crowds. Officials could implement enhanced restrictions, including temporary public movement curbs, depending on operational needs. Clashes between activists and police are possible. Additional security incidents, including cross-border firings, cannot be ruled out. Associated transport and business disruptions, including supply chain and shipping issues, are highly likely to persist.

Avoid all demonstrations as a standard precaution. Depart the area at the first sign of any security disturbance. Reconfirm travel arrangements via the crossing over the coming days. Plan for transport disruptions and possible ground shipping delays; consider alternative routes and shipping methods for time-sensitive cargo. Maintain contact with your diplomatic mission. Heed all official transport and security advisories.
