India: Activists plan to block highway connecting Ludhiana, Punjab State, and Delhi Sept. 10

Unionized farmers and local residents will block an unspecified highway connecting Ludhiana, Punjab State, and Delhi on Sept. 10. The purpose of the action is to protest the establishment of biogas plants in their villages due to alleged unresolved grievances. Reports indicate the action is likely to draw thousands of participants. Additional gatherings of varying types are possible in both cities on Sept. 10. Potential rally sites include other prominent thoroughfares, government buildings, and public squares.

Security personnel will almost certainly monitor the rallies and may attempt to disperse overly disruptive gatherings. Clashes between police and activists cannot be ruled out. Retaliatory demonstrations over security crackdowns may include rail blockades and/or acts of arson and vandalism.
