Pakistan: Pakistan Tehreek-e-Insaf party plans rally at Minar-e-Pakistan, Lahore, Sept. 21

Opposition plans rally at Minar-e-Pakistan in Lahore, Pakistan, Sept. 21. Tight security, traffic disruptions certain. Clashes possible.

Warning

The Pakistan Tehreek-e-Insaf (PTI) party plans to hold a rally at the Minar-e-Pakistan along Ahmed Ali Road in Lahore, Sept. 21. The gathering aims to mobilize support for imprisoned PTI leader and former Prime Minister Imran Khan. A few thousand supporters from across the country are likely to arrive in Lahore in vehicle convoys ahead of the event. The action may be cancelled or modified at short notice due to refusal of permission or security restrictions.

Heightened security is certain in and around Lahore through Sept. 21 as a precaution. Preventive arrests of PTI leaders, entry restrictions to the city, as well as Section 144 orders that prohibit unauthorized public gatherings are likely. Authorities also typically cordon off key government buildings during large protests. Tight security is probable at popular alternative protest sites, including public squares, monuments, major intersections, and parks. Clashes between police and opposition activists are possible, mainly if activists defy any official ban. Arson and vandalism, as well as altercations between rival party supporters cannot be ruled out. Officials may impose temporary mobile internet curbs to control any significant violence that materializes.

Traffic diversions and road closures, police roadblocks, and increased congestion are likely to affect interprovincial highways such as M-2 and M-11 motorways, and National Highway 5, prompting travel and delivery delays. Protest-related localized business disruptions are possible; the closure of schools and public bus services may also occur in Lahore during the demonstration.

Avoid any demonstrations that materialize due to possible violence. Do not navigate roadblocks, as protesters may attack vehicles. If clashes break out, leave the area immediately for a secure building. Allow additional travel time to, and within Lahore through Sept. 21. Confirm business appointments and transport reservations; allow for additional travel time in downtown areas. Monitor trusted local media on protest updates, as organizers may not announce changes in advance. Heed all official transport and security advisories.
