Israeli airstrikes target infrastructure in Al-Hudaydah and Ras Issa, Yemen, Sept. 29, killing four; retaliatory Al-Houthi attacks likely.

Officials affiliated with the Al-Houthi-run Health Ministry have claimed that Israeli airstrikes that targeted infrastructure in Al-Hudaydah and Ras Issa on Sept. 29 killed at least four people and wounded 29 others. The Israel Defense Forces (IDF) acknowledged the attacks, asserting that the Israeli Air Force (IAF) targeted power plants and a seaport. The strikes reportedly caused power outages across most of Al-Hudaydah.

Transport and business disruptions will likely affect areas near the impact sites and any locations subject to power outages over the short term. The strikes may cause lingering disruptions to port operations. Al-Houthi militants will likely attempt to fire retaliatory projectile and/or drone attacks toward Israeli cities and infrastructure over the coming days.

Avoid the impact sites until the situation stabilizes. Prepare for lingering disruptions to transport and business in areas subject to power outages, as well as disruptions to port operations. Heed the instructions of local security forces. If incoming fire is reported in the general vicinity, stay indoors and away from windows and exterior walls. If possible, move to a ground floor or basement. Maintain contact with your country's diplomatic mission.

The Al-Houthis, who control most of northern Yemen, are allied with Iran. The group has been targeting commercial and military vessels in the Red Sea, the Gulf of Aden, and the Mediterranean Sea since the Israel-Hamas conflict began in October 2023. As part of their solidarity campaign with Hamas, the Al-Houthis have also launched projectiles toward Israel.
