Bangladesh: Activists to stage road blockades in Khagrachari District Oct. 31 as a form of protest

Activists to hold day-long road blockade protest campaign in Khagrachari District, Bangladesh, Oct. 31. Related disruptions likely.

Warning

Activists affiliated with the United People's Democratic Front (UPDF) party will stage a day-long road blockade protest campaign on Oct. 31. The purpose of the action is to denounce and demand the arrest of those responsible for the alleged recent killing of three people during a shootout in Panchari Upazila. The road blockades will likely cause transportation disruptions to and from the affected district. Related demonstrations of varying types, including sit-ins and marches, are possible. Potential gathering sites include prominent government buildings, public squares, and thoroughfares. Well-attended events have previously drawn thousands of participants.

Authorities will almost certainly monitor any such gatherings and could use force to disperse overly unruly crowds. Clashes between activists and police are possible. Isolated security incidents, including arson, gunfighting, and small-scale explosions, cannot be ruled out. The road blockades will coincide with a travel advisory discouraging tourism in the Bandarban, Khagrachari, and Rangamati districts of the Chattogram Hill Tracts through Oct. 31 due to heightened regional tensions and safety concerns. Associated local business disruptions are likely.

Exercise a high degree of caution if operating in the affected region. Avoid all demonstrations. If violence occurs nearby, immediately depart the area and seek shelter in a safe, nongovernmental building. Plan accordingly for potential localized transport and business disruptions. Register and maintain contact with diplomatic missions. Heed all official transport and security advisories.

The Chattogram Hill Tracts area has historically been plagued by insurgent activity, and multiple foreign governments routinely advise their citizens against nonessential travel to the affected districts. Recent heightened tensions could potentially exacerbate the operational environment following the ousting of former Prime Minister Sheikh Hasina and the associated civil unrest and violence that have occurred sporadically across the country. Additionally, minority communities in the region have faced increased scrutiny and targeting amid these tensions.
