India: Further farmers' protests likely across Punjab State through at least mid-November /update 4

Additional farmers' rallies likely in Punjab State, India, through mid-November. Increased security, transport disruptions likely.

Warning

Farmers' unions and related groups will likely continue their series of statewide protest campaigns in Punjab through at least mid-November to denounce the alleged delays in crop procurement policies among many issues. As part of the actions, the Shiromani Akali Dal (SAD) party plans to hold rallies in all assembly constituencies across Punjab from 11:00 on Nov. 5.

Additional demonstrations of varying types, including marches, and road and rail blockades, are likely to occur over the coming weeks. Potential gathering sites include lawmakers' offices and residences, government buildings, public squares, transportation hubs, and thoroughfares, including interstate highways. The highest participation is expected in the Amritsar, Ludhiana, and Sangrur districts.

Authorities will likely monitor any gatherings that materialize. Officials may implement enhanced security measures, including security cordons, gathering bans, and temporary public movement restrictions to prevent or quell overly disruptive protests. Clashes between activists and police cannot be ruled out, especially if demonstrators attempt to breach security cordons around government buildings. Transport disruptions are particularly likely during vehicle processions, street marches, and rail or road blockades in urban centers. Localized business disruptions may occur during any shutdown strike calls, although significant disruptions to urban areas or the operations of multinational corporations are unlikely.

As a precaution, avoid any demonstration that materializes. Do not navigate roadblocks due to the threat of violence. Depart the area at the first sign of any security disturbance. Allow additional travel time near known gathering sites. Confirm road status, transport reservations, and ground shipping schedules during blockades. Plan accordingly for possible localized business disruptions. Monitor trusted local media for protest plans as organizers may not provide details in advance. Heed all official transport and security advisories.
