Air defense units and emergency crews are responding to a Russian missile attack that occurred in Odesa on the morning of Nov. 25. As of the early afternoon, local authorities report 8 injuries and damage to residential buildings and civil infrastructure. Authorities have not yet disclosed the location of the strike. Reports suggest that the strike was carried out with a missile, following an earlier strike carried out with drones.

Emergency response operations will likely cause significant localized disruptions. Authorities are likely to enact emergency shutdowns of energy generation and transmission facilities and other utilities.

Shelter in place or proceed to the nearest bomb shelter until authorities give the all-clear. Stay away from windows and exterior walls if officials report incoming rocket or drone fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air-raid shelters. Maintain contact with diplomatic representations. Do not approach suspected unexploded ordnance.
