Indian authorities have reimposed entry restrictions for foreigners under the Protected Area Regime (PAR) in Manipur, Mizoram, and Nagaland states as of Dec. 26. Foreign nationals must obtain a Protected Area Permit (PAP) through the Foreigners Regional Registration Office (FRRO) before entering these regions. The Ministry of Home Affairs (MHA) must approve entry for citizens of Afghanistan, China, Pakistan, and individuals of their origin. Additionally, all foreigners visiting these states must register with the Foreigners Registration Officer (FRO) within 24 hours of arrival.
The Protected Area Regime (PAR) currently applies to several border states, including Arunachal Pradesh, Himachal Pradesh, Jammu and Kashmir, Nagaland, Rajasthan, Sikkim, and Uttarakhand. The recent reimposition of entry requirements for Manipur, Mizoram, and Nagaland reverses a 2010 relaxation intended to boost tourism in these northeastern states. This decision comes amid growing concerns over ethnic violence between the Kuki-Zo and Meitei communities in Manipur, as well as illegal immigration from neighboring Myanmar, which has been in civil war since a military coup in 2021.
