Peru: State of emergency in Tumán extended again /update 2
State of emergency for Tumán district extended for sixth time due to protest movement; now in effect until mid-March
Event
A state of emergency in effect in Tumán district (Chiclayo province) since June 2017 has been extended for a sixth time. The measure - enacted to “maintain public order” amid a string of violent protests - is now set to remain in effect until March 9, although further extensions are possible. National Police agents with the support of the Peruvian army will remain in control of security operations in the district throughout the duration of the state of emergency.
Context
The state of emergency was initially declared amid a series of major protests by workers of a sugar processing factory launched in early 2017. Under the state of emergency, multiple constitutional rights are temporarily suspended, including freedom of assembly.
