2018 Barranquilla Carnival celebrations February 10-13; increased crime rates and transportation disruptions possible

The 2018 Barranquilla Carnival will be held from February 10 through February 13. A major influx of tourists is predicted in Barranquilla (Atlántico department) for the festivities - organizers estimate 1.5 million - and as such, congestion at travel hubs and increased car traffic in the streets of the city is to be anticipated. Additionally, widespread closures (stores, government services, etc.) and blocked roads are to be expected as the city converts itself into a four-day street party. As is the case with other celebratory events that draw large crowds, there is likely to be an increased risk of petty crime (e.g. pickpocketing, purse-snatching) during the festival.
Jaime Pumarejo Heins, the mayor of Barranquilla, signed temporary measures regarding the sale and public consumption of alcohol. During the Carnival celebrations, alcohol can be sold starting at 09:00 until 06:00 (local time) the following day. Individuals will be allowed to consume alcohol in public within the areas blocked off for the festivities.
Context
Carnival celebrations, held in Catholic cities and countries across the world, are often marked with parades, street parties, and colorful costumes. The festivities usually culminate on the day before Ash Wednesday, which marks the start of the solemn 40-day Lent period.
Advice
Those present in the Atlántico department during the Carnival period are advised to exercise an increased level of vigilance regarding crime (carry only small amounts of cash, leave copies of passports/credit cards in a safe location, etc.) and to allow for additional time to reach their destinations.
