Venezuela: Massive power outage in Caracas July 31
Major blackouts in Caracas, Miranda, and Vargas July 31; further outages likely in coming months
Event
Approximately 80 percent of the capital Caracas as well as parts of the neighboring states of Miranda and Vargas experienced a large-scale power outage on Tuesday, July 31. The blackout, which lasted for several hours, caused major transportation disruptions (three lines of the Caracas metro were paralyzed) as well as mobile communication outages. Operations at Maiquetía-Simón Bolívar International Airport (CCS), which serves the capital region, were not reportedly affected.
A second, shorter blackout occurred the day prior.
Context
Power outages are common in Venezuela, including in the capital. The
government often claims the outages are caused by an act of “sabotage;”
however, past outages that had been blamed on attacks were later
attributed to infrastructural deficiencies. The July 31 outage was
officially blamed on “heavy rains.” The last mass blackout occurred in
February.
Advice
In the event of a power outage, be on guard in due to possible traffic
hazards caused by non-functional traffic lights and keep in mind that
crime rates tend to rise after nightfall in areas without street
lighting.
