Critical

Event

Armed groups conducted attacks on the outskirts of the capital Bangui Jan. 13. Clashes were reported in the PK12, PK11 districts, in Damala, Pindao, on the PK9 bridge, and in Bimbo. According to officials, the attackers have been repelled. Local media reports indicate that clashes may be ongoing in several areas. There are no confirmed reports of casualties. Air-France suspended flights to Bangui M'Poko International Airport (BGF) Jan. 13; the current status of the airport is unclear following earlier clashes in the nearby PK12 area.

Heightened security measures are almost certain in these towns in the coming days. Further rebel incursions are possible in the coming days. Security forces could implement additional measures if the situation deteriorates further. Security protocols will likely prompt localized transport disruptions in the city. Any clashes that materialize will likely have a significant impact on those operating in the affected area. Under such circumstances, threats to personal safety, and transportation disruptions are likely.

Context

An increased security presence in Bangui has been reported since mid-December due to increased rebel activities and threats to the capital. Post-election insecurity, including related opposition unrest, is likely to persist through January following the legislative and presidential elections Dec. 27, which incumbent President Faustin-Archange Touadera won. Touadera announced an indefinite nationwide 2000-0500 nightly curfew Jan. 7 amid increased militia activity linked to post-election political tensions. Militia groups continue to conduct attacks on government forces nationwide as rival armed factions, including the Coalition of Patriots for Change (CPC) rebel coalition, attempt to pressure the government and derail the political process. Recurrent attacks since mid-December have been reported in the Mbomou, Ouham-Pende, Ouaka, Lobaye, and Ombella-M'poko prefectures.

Advice

Remain in a secure location until the security situation stabilizes; remain vigilant and seek updated information about fighting before embarking on any destination outside of Bangui. Leave the area immediately if fighting erupts nearby; heed authorities' orders and maintain contact with your host and diplomatic mission. Allow additional time for travel to mitigate possible security-related delays. Plan for communication and business disruptions if operating in areas affected by the internet outage. Consider alternative modes of communication.
