Workers of state power department to strike in Gujarat State, India, Jan. 21. Protests, power disruptions possible.

Informational

Event

Workers of the Gujarat Urja Vikas Nigam Limited (GUVNL), a state electrical department, plan to strike Jan. 21 to demand a salary increase. Strike participants may also hold protests, mainly outside central government facilities and public squares.

At least 40,000 workers may participate in the labor action. High strike participation and prolonged work stoppage may cause power disruptions across the region. Traffic disruptions and longer driving times may occur due to malfunctioning traffic signals. Some essential services, such as banking and fuel stations, may also be affected. Blackouts could adversely affect security protocols, including alarm systems and electronic fences; opportunistic criminal activity could increase during electricity outages.

Security personnel will likely monitor large gatherings and could enforce coronavirus disease (COVID-19) gathering restrictions. Security cordons are likely around government buildings, such as the Gujarat Legislative Assembly, located in the state capital, Gandhinagar. Any protest and associated security measures may prompt localized transport disruptions. Although most protests are likely to pass peacefully, skirmishes may occur if activists breach police cordons.

Advice

Charge mobile and communication devices and ensure backup batteries are available. Plan for road travel delays in areas affected by power outages due to possible nonfunctional or malfunctioning traffic lights. Exercise caution when driving in recently impacted areas. Confirm business appointments. Verify that security systems are working. Ensure that generators are functional and refuel devices where necessary. Avoid all protests as a precaution; leave the area immediately for a secure building if violence breaks out nearby.
