Ethiopia: Unidentified militants kill at least nine civilians in Konso Zone, Jan. 12
Unidentified gunmen kill at least nine people in Konso Zone, Ethiopia, early Jan.12. Additional violence possible.
Event
Unidentified gunmen killed at least three civilians and injured three others during an attack in Konzo Zone, South Nations, Nationalities, and Peoples' Region (SNNPR) Jan. 12. Reports indicate that the attackers also torched several houses, displacing dozens. The violent incident occurred between the Konso and Ale Communities and is believed to have been, triggered due to disputes over land claims.
Context
The SNNPR is Ethiopia's most diverse; the persistence of communal incidents in certain regions of Ethiopia has cast doubt on the stability of "ethnic federalism," the political structure inherited from the former Ethiopian Prime Minister, Meles Zenawi. Critics claim ethnic federalism resulted in a strengthening of local identities and ethnic tensions, as various communities started to demand more self-rule from the central government. Although the SNNPR region was not affected by protests on the same scale as the Oromia region, long-standing disputes over land and other resources remain deadly among ethnic groups.
Advice
Consider avoiding nonessential travel to Konso Zone until the situation has stabilized. Liaise with trusted contacts and local government officials before traveling to the SNNPR. Avoid large crowds and travel at night. Heed the directives of security forces. Maintain contact with our diplomatic representation.
