Philippines: Officials to impose 20:00-04:00 nightly curfew during Enhanced Community Quarantine restrictions Aug. 6-20 /update 14
Philippines enacting 20:00-04:00 nightly curfew in Metro Manila Aug. 6-20. Enhanced restrictions in effect.
Event
Officials will enact a 20:00-04:00 nightly curfew in Metro Manila when Enhanced Community Quarantine (ECQ) restrictions take effect Aug. 6-20 to curb the spread of COVID-19. Other ECQ rules may include requiring residents to stay at home, except to work in essential industries, obtain essential supplies, and seek assistance in an emergency, among others. Residents aged 18-65 can leave their homes. Gatherings are prohibited. Wearing both facemasks and face shields is compulsory in public spaces nationwide. Public transport can operate at 50-percent capacity with health protocols in place. Nonessential businesses, like exhibitions and tourist attractions, must close. Essential industries like hospitals, restaurants, and logistic providers, amongst others, can operate at full capacity. Media establishments may function with 50-percent of staff on-site. Authorities allow government agencies and some businesses like financial, telecommunications, and utility services to operate with minimum on-site staff.
Tighter General Community Quarantine with Heightened Restrictions (GCQ-HR) remains in effect through Aug. 5. Under the GCQ-HR, some workplaces and public places may operate but with tighter limits than typical GCQ protocols. Food establishments may only offer takeaway and delivery services. Public transport can operate at a reduced capacity with health protocols, such as maintaining social distancing of 1 meter (3 feet) between passengers. Only authorized individuals may travel into and out of Metro Manila and the surrounding Bulacan, Cavite, Laguna, and Rizal provinces.
A nightly curfew of 22:00-04:00 remains in place; exceptions are likely for people seeking medical help, among others. Nonessential mass gatherings remain banned. Children aged five and above are not allowed in public areas; exemptions are in place for approved locations like parks and playgrounds. Indoor sports and gyms remain suspended. Indoor tourist sites and entertainment venues like bars and concert halls must close. Personal care services and outdoor tourist attractions may operate at 30-percent capacity.
Increased security will probably remain in place across Metro Manila for the duration of the controls. Officials have set up checkpoints in and around Metro Manila to enforce the protocols. Significant business and transport disruptions will likely continue. Authorities may introduce further restrictions at short notice depending on COVID-19 activity.
Advice
Strictly heed the instructions of authorities. Confirm appointments. Remain courteous and cooperative if approached and questioned by law enforcement officers. Make allowances for likely business disruptions.
