Emergency response ongoing after flooding in several Black Sea provinces, Turkey, causes casualties. Transport, utility disruptions ongoing.
Event
Emergency crews are responding to flood-related disruptions ongoing in several northern provinces on the Black Sea coast as of Aug. 15. Widespread flooding has been reported in Bartin, Karabuk, Kastamonu, Sinop, and Samsun provinces. Reports indicate that at least 40 people have died; several hundred are missing. More than 2000 people have been evacuated from affected areas. Bozkurt district of Kastomonu, the Ulus district of Bartin, and Ayancik district of Sinop are among the worst affected. Landslides were reported in Bozkurt and Catalzeytin districts of Kastamonu and Yusufeli district of Artvin Aug. 12. Power outages are ongoing in several areas as of morning Aug. 15.
Hazardous Conditions
Disruptions could persist for several days until the waters recede and structural repairs can be made. Floodwaters and debris flows could render bridges or roadways impassable, impacting overland travel in and around affected areas. Ponding on road surfaces could cause hazardous driving conditions on regional highways. Authorities could temporarily close some low-lying routes that become inundated by floodwaters. Flooding could block regional rail lines; freight and passenger train delays and cancellations are possible in areas that see heavy rainfall and potential track inundation. Localized business disruptions are likely in low-lying areas; some businesses might not operate at full capacity because of flood damage to facilities, possible evacuations, and some employees' inability to reach work sites. Flooding may cause power and telecommunication disruptions, while floodwaters may also affect the quality of drinking water, throughout the affected area.
Advice
Monitor local media for weather updates and related advisories. Confirm all transport reservations and business appointments before travel. Make allowances for localized travel delays and potential supply chain disruptions where flooding has occurred. Do not drive on flooded roads. Charge battery-powered devices in the case of prolonged electricity outages. Confirm alternative water supplies for business operations. Consider stocking up on drinking water.
