Ethiopia: Authorities impose indefinite security-related curfews in several cities across the Amhara Region as of Aug. 16

Authorities in the Amhara Region have imposed an indefinite nightly curfew in several cities of the Amhara Region, including Bahir Dar, Injibara, Kombolcha, Dessie, Debre Birhan, as of Aug. 16. The move comes in response to insecurity linked to the conflict between the Amhara regional government and the Tigray People's Liberation Front (TPLF). Curfew hours run from 20:00 to 06:00, during which time all persons must remain in their homes unless attending to medical emergencies with the approval of local authorities. Additionally, vehicular traffic, including movement by three-wheeled taxis known as bajaj, is prohibited between 19:00-06:00. Authorities in Debre Birhan added that taxis will be allowed to operate in the city from 11:00 to 20:30 while traveling across the country will be allowed from 06:00 to 20:30; the curfew will prevent all vehicle movements after 20:30. In Dessie, bajaj are only allowed to operate until 18:00.

Authorities will almost certainly deploy an increased security presence to ensure adherence; localized transport and commercial disruptions are likely. Locals opposed to the measure may stage protests; police will likely move forcefully to disperse any such gatherings that may materialize. Officials may implement curfews in other towns and cities in the Amhara Region in the coming days in response to security assessments.

Context

Since mid-July, hostilities between TPLF and Ethiopian National Defense Force (ENDF) and its allies have intensified and violence has spilled over into Tigray’s neighboring Amhara and Afar regions. TPLF’s advancement into areas in Amhara and Afar is likely due to the strategic importance of transport links through the region that connects Ethiopia with the sea port in Djibouti.
