Authorities have lifted zoning measures and are implementing eased restrictions under Directive 15 in Hanoi as of Sept. 21. Authorities have lifted permit requirements to travel within Hanoi. Public gatherings are limited to 10 people. Officials require people to observe a 2-meter (7-feet) social distancing rule in public. Companies and government agencies may resume on-site operations at up to 50 percent capacity. Meetings of more than 20 people are prohibited, though authorities allow approved events to take place at up to 50 percent of a venue's capacity. Shopping malls, retail establishments, business activities on e-commerce platforms, may also resume operations. Stores and companies providing essential goods and services like markets, banking, and logistics can remain open. Food establishments can only offer takeaway services and must close by 21:00. Motorbike delivery services may operate from 09:00-22:00 but drivers must have at least one dose of the COVID-19 vaccine, make daily health declarations, and comply with health protocols. Schools remain closed. Several high-risk areas in Hanoi will remain under lockdown. However, authorities advise the residents to leave their homes only for essential reasons like purchasing groceries and visiting a doctor.

Heightened security and severe business and transport disruptions will likely continue across Hanoi, particularly in areas with stricter controls. Public transport, including air travel, buses, taxis, and ride-hailing services, remain suspended. Hanoi continues to maintain entry and exit rules with 23 checkpoints around the city's borders; individuals traveling from areas under social distancing orders must obtain approval to enter Hanoi. Officials may require individuals traveling to Hanoi from other regions in Vietnam to quarantine at designated facilities. Authorities allow up to two passenger flights daily between Hanoi's Noi Bai International Airport (HAN) and Ho Chi Minh City's Tan Son Nhat International Airport (SGN). Domestic travelers must provide negative COVID-19 test results.
