C.A.R: Attacks reported in Benzambe, Ouham Prefecture, Oct. 16 amid unilateral ceasefire announced Oct. 15

Event

The Coalition des Patriotes pour le Changement (CPC) armed group accused Russian paramilitary forces loyal to the government of carrying out an attack in Benzambe, Ouham Prefecture, Oct. 16. Reports suggest Russian forces looted the area forcing the population to flee to nearby villages. Unconfirmed reports indicate the attack left at least three villagers dead.

The reported attack came as President Faustin-Archange Touadera announced a unilateral ceasefire with armed groups Oct. 15. While the CPC, a coalition of various rebel groups operating across the country agreed to the ceasefire, two rebel groups have refused to commit to a ceasefire, including the Front Populaire pour la Renaissance de la Centrafrique (FPRC) - which is part of the CPC - and l’Unite pour la Paix en Centrafrique (UPC), that left the CPC in April 2021.

Further clashes are possible across the country in the coming weeks, despite the ceasefire.

Context

Despite the signing of the February 2019 peace agreement between 14 armed groups, rebels continue to pose a threat throughout the country. The CPC rebel alliance was created ahead of the December 2020 presidential elections with the aim of destabilizing the government. Numerous CPC attacks have occurred in the western part of the country since then.
