Unidentified assailants attacked the localities of Illela and Goronyo, Sokoto State overnight early Nov. 15. Authorities confirmed that attackers killed 13 civilians in Illela while two others died in Goronyo. The motive for the attacks remains unclear. Illela is located 8 km (5 miles) south of the border with Niger and Goronyo 40 km (25 miles) southeast of Illela.

An increased security presence is likely in areas around Illela and Goronyo and along the border with Niger in the coming days. Officials may enact movement restrictions such as checkpoints or security curfews. Further such attacks remain likely.

Context

In recent months, officials in the northwest, including in Zamfara, Katsina, and Kaduna states, have implemented various business, movement, and communication restrictions in an attempt to curtail banditry and other criminal activity. Attacks in the northwest have killed hundreds of residents in 2021. Even though motives for the deadly attacks are not always provided, insecurity is often driven by communal tensions over competition for access to resources such as grazing areas and water.
