Montenegro to maintain COVID-19 domestic restrictions until at least Nov. 30; international entry restrictions remain in place.

Authorities are maintaining domestic COVID-19 restrictions until at least Nov. 30, though are likely to extend them on a rolling weekly basis over the winter.
Domestic Restrictions
Public events are typically limited to a maximum of 50 people, excluding children. Mass gatherings can be held provided all participants possess a National Digital COVID Certificate or can otherwise prove they are fully vaccinated, have recently recovered from COVID-19, or can provide a recent negative test result. Individuals must wear facemasks in indoor public spaces and adhere to social distancing rules.
International Entry Restrictions
All arrivals, including Montenegrin citizens, must present proof of full vaccination against or recovery from COVID-19 or a negative result from a COVID-19 test. PCR tests must be taken within 72 hours before arrival, while rapid tests must be taken within 48 hours before arrival. Montenegrin citizens and residents without such proof must self-isolate for 10 days on arrival. Persons under the age of 18 are exempt from both testing and quarantine requirements.
Authorities could reimpose, extend, further ease, or otherwise amend any restrictions with little-to-no notice depending on disease activity over the coming weeks.
