Recovery efforts are ongoing in Madagascar following the passage of Tropical Storm Ana as of Jan. 25. The country has experienced heavy rainfall since Jan. 17 due to a separate low-pressure system. Tropical Storm Ana then transited over Madagascar Jan. 22, causing additional widespread flooding. The heavy rainfall and subsequent flooding since Jan. 17 have resulted in at least 34 deaths. More than 6,800 houses have been flooded while many other structures are at risk of collapsing or flooding; at least 35,260 people have evacuated to 62 shelters.
As of early Jan. 25, a flood watch is in place for the Betsiboka watershed. Water levels are forecast to continue to rise at the Ikopa River in Maevatanana and Betsiboka River in Ambodiroka. Authorities have issued a red (highest level on a three-tier scale) alert for Ambato-Boeny and Marovoay districts due to the threat of flooding. Authorities have warned of continued heavy rains over the coming days, which could exacerbate the current condition; the rain could hamper recovery efforts and lead to flash flooding over already saturated soil.
The national highway connecting Antananarivo to the Port of Tamatave is impassable in multiple places due to landslides and a ruptured dam. Protracted transport and business disruptions are almost certain as responders continue their efforts; utility disruptions are likely over the coming days and weeks. Shortages of fuel and other basic goods are possible. Driving conditions may be difficult on rural routes and regional highways.
