During the state of emergency, the armed forces will assist police in patrolling the two cities; moreover, security forces may conduct searches and arrests without warrants. A heightened police and military presence is likely across Lima and El Callao, especially in central Lima, the port area of El Callao, and impoverished neighborhoods where crime is a particular concern.
