Iraq: Further protests likely in Baghdad and other major cities in the south through late April /update 1

Additional demonstrations likely in Baghdad and other major southern cities in Iraq through late April over slow formation of government.

Warning

Event

Additional demonstrations in Baghdad and other major cities across southern Iraqi governorates remain likely through at least late April. The actions are due to alleged deteriorating public services and the delay in government formation following parliamentary elections in October. In Baghdad, protesters have assembled in Firdows Square and Sadr City in recent days. Other popular demonstration sites in major cities include public squares, prominent landmarks, and near government buildings.

Heightened security measures are almost certain around prominent protest sites. Security personnel typically monitor demonstrations and erect roadblocks and security cordons near sensitive locations. Localized transport and business disruptions are likely, especially during large gatherings and rallies that materialize. Clashes between protesters and police or rival activist groups are possible. Security forces could employ tear gas and water cannon to disperse demonstrators.

Advice

Avoid all protests as a precaution. Keep away from areas where security forces appear to be deploying. Exercise increased situational awareness as demonstrations may be ongoing. Heed the advice of authorities. Avoid loitering near security checkpoints and main entrances to hotels, restaurants, or government buildings. Seek updated information on security conditions and possible movement restrictions in Iraq before traveling. Do not attempt to bypass security checkpoints; even an accidental breach of a security cordon near a checkpoint may prompt Iraqi security forces to respond aggressively. Maintain contact with your diplomatic representation.
