Japan will host US President Joseph R. Biden, Jr. for an official state visit in Tokyo May 22-24. Biden will arrive May 22, most likely in the evening. The president will meet Japanese Emperor Naruhito at the Imperial Palace and meet with Japanese Prime Minister Kishida Fumio at Akasaka Palace May 23. Kishida will host Biden for dinner at the Kochuan restaurant in Minato City. The next day, Biden will attend the Quadrilateral Security Dialogue (Quad) Leaders' Summit alongside Kishida and leaders from Australia and India at the Kantei Palace. He will then visit the US Embassy at the Okura Tokyo hotel before departure.

Demonstrations may occur during President Biden's visit. Activists opposed to the US military presence in Okinawa and/or the Quad forum could hold protests in the island prefecture or Tokyo. Rallies are likely to remain small and non-disruptive if they occur; activists frequently protest at Hibiya Park, the National Diet, and the Prime Minister's official residence in Tokyo and near Camp Schwab in Okinawa.

Authorities are increasing security across Tokyo, with nearly 18,000 police officers deployed during the visit. Heightened security measures - including vehicle inspections, roadblocks, and increased patrols - are almost certain. Tokyo Metropolitan Police is on high alert ahead of the state visit and summit, particularly at Haneda International Airport (HND) and major metro stations. Localized ground transport disruptions are likely near event venues hosting the US president and other world leaders. Temporary traffic congestion is possible, as police will probably close roads to facilitate leaders' movements in the capital.
