Peru: Authorities extend the state of emergency in Challhuahuacho and Coyllurqui districts, Cotabambas Province, through July 27

Authorities extend state of emergency in Challhuahuacho and Coyllurqui districts, Cotabambas Province, Peru, until July 27. Protests likely.

Warning

Event

Authorities in Peru have extended a previously declared state of emergency in the districts of Challhuahuacho and Coyllurqui in Cotabambas Province, Apurimac Department, through July 27. The extension of the state of emergency was declared after efforts to reach an agreement with local communities protesting mining operations in the region, failed. During the state of emergency, authorities can suspend some civil liberties, such as prohibiting certain gatherings and impose limits on transportation.

Protests and clashes remain possible, especially in Challhuahuacho District, through at least early June due to an ongoing conflict between residents in the area and the Las Bambas mining company. Residents of Fuerabamba and other nearby localities have attempted, and at times managed, to enter areas that belong to the mining company. The National Police has clashed with the civilians, including using tear gas. Residents in the area have said they plan to continue attempting to enter the areas and permanently shut down the mining operations.

A heightened police and military presence is likely in the districts of Challhuahuacho and Coyllurqui, especially near the Las Bambas mine. Business and transport disruptions are likely. Clashes between police and demonstrators are possible, as are acts of violence and looting.

Advice

Avoid all protests and heed the instructions of security personnel. Plan accordingly for possible business and travel disruptions due to tighter security. Confirm appointments before traveling to Challhuahuacho District or Apurimac Department.
