Nigeria: Suspected bandits kidnap up to 50 civilians in Damari, Kaduna State, as of July 31

Suspected bandits kidnap up to 50 civilians in Damari, Kaduna State, Nigeria, as of July 31. Kidnappings likely to persist.

Warning

Event

The Birnin Gwari Emirate Progressive Union (BEPU) announced July 31 that suspected bandits kidnapped up to 50 residents in Damari, Kaduna State. It is unclear whether the assailants carried out the kidnapping July 31 or within the past few days. BEPU representatives had already warned of incursions in previous days. Authorities have yet to confirm the incident. An unspecified number of abductees have reportedly been killed. There has not been any reported ransom demand. The attack may have been carried out as reprisal as Al-Qaeda-linked Ansaru militants reportedly provided protection to locals against criminal groups. Hundreds of residents have fled the area.

Authorities will likely maintain a heightened security presence in the areas surrounding Damari and launch operations to apprehend the attackers and rescue the victims in the coming days. Localized transport disruptions are likely along main roads due to security checkpoints. Armed clashes between kidnappers and security forces cannot be ruled out.

Context

Nigeria is affected by armed gangs (also called bandits) that engage in cattle rustling, looting, extortion, and kidnappings for ransom, among other criminal activities. The threat is elevated in the northwest, where officials have failed to stem insecurity despite various security measures implemented, such as increased operations, curfews, and business restrictions, in an attempt to curtail violence. Attacks and kidnappings are likely to persist in the near term.

Advice

Exercise a high degree of vigilance due to the threat of attacks and kidnappings. Remain courteous and cooperative if approached and questioned by security personnel. Do not discuss plans and routes publicly. If operating in the area in the long term, vary routes and times of travel and ensure the use of secure transport. Maintain contact with diplomatic representations.
