India: Electricity workers staging indefinite strike across Puducherry Union Territory as of Oct. 3

Power sector workers staging indefinite strike in Puducherry Union Territory, India, as of Oct. 3. Protests, disruptions reported.

Warning

Event

Power sector workers employed by the Puducherry Electricity Department (PED) are striking indefinitely across the Puducherry Union Territory as of Oct. 3. Organizers are denouncing the privatization of electricity distribution infrastructure, among other things. Reports indicate previous accounts of vandalism with overhead power lines resulted in intermittent electricity disruptions in parts of Puducherry.

In recent days, residents and various groups have protested against power supply disruptions, blocking roads at major intersections, including East Coast Road. Additional protests are possible over the coming days. Striking workers may also hold demonstrations during the labor action period. Typical protest sites include utility company offices, government facilities, as well as prominent public squares, and roadways.

Authorities have increased security measures near major roadways and power facilities as of Oct. 3. Clashes between activists and police cannot be ruled out. Localized transport disruptions are likely as activists may block or march along roadways and in areas with malfunctioning traffic signals. Disruptions to business and telecommunications, including cellular and mobile services, may occur. Power outages could result in the temporary unavailability of essential services, such as ATMs and gas stations. Blackouts could adversely affect security protocols, including alarm systems and electronic fences; opportunistic criminal activity could increase during electricity outages.

Advice

Avoid any protests due to possible violence. If violence breaks out, immediately depart the area and seek shelter at a safe, nongovernmental building. Confirm business appointments. Exercise caution when operating in areas impacted by power outages. Charge all communication and portable electronic devices when possible. Unplug electronic equipment that is not connected to surge protectors. Verify that security systems are working, including after power resumes. Ensure that generators are functional and fully fueled. Heed all official security and travel advisories.
