Heightened security operations are likely to persist over the coming days and possibly weeks following the death of a Chinese national in the Izzi Local Government Area (LGA) of Ebonyi State, Oct. 9. Assailants riding motorcycles attacked a mining site located in the Otam locality. The attack also left one police officer critically injured. In response to the attack, officials banned all motorcycle activity 19:00-06:00 and launched a manhunt to apprehend the attackers.

Search operations could lead to localized transport disruptions. Security forces may establish roadblocks and checkpoints. Clashes involving fugitives and security forces cannot be ruled out.

Context

The motives for the attack and whether the foreign national was specifically targeted are unclear. Armed gangs also called bandits operate across the country and engage in a rang of criminal activities, including cattle rustling, looting, extortion, and kidnappings for ransom, amid others. Such groups frequently resort to lethal methods. In addition, separatist movements, including the Indigenous People of Biafra (IPOB) and its armed wing, the East Security Network (ESN), operate in the southeast. However, separatist attacks tend to target security forces.
