Although calm has reportedly been restored as of Oct. 11, violence between members of the Teke and Yaka communities has left at least 180 people killed in Kwamouth Territory, Mai-Ndombe Province, July-October. Violence erupted in July over customary taxes on agricultural land use, with regular bouts of violence being reported through late September despite the deployment of over 200 security personnel in the area in late August. The government eventually launched negotiations with local leaders to restore order.

Further communal violence cannot be ruled out in the coming days and weeks. Officials could impose movement restrictive measures, such as road closures, gathering bans, or curfews, in the event of further clashes.

Context

The clashes reportedly erupted over access to land, and stem from assertions by the Teke community that they are indigenous to the area, and that the Yaka community are foreign to the area. The Yaka assert that Teke customary authorities unfairly overtax them.

Avoid the impacted area until the situation fully stabilizes. Heed the directives of local officials. Coordinate travel with a trusted local contact. Avoid travel at night. Maintain contact with diplomatic missions.
