Authorities are bolstering security in Aceh Province in the run-up to the Dec. 4 anniversary of the now-defunct Free Aceh Movement (GAM) separatist group. Heightened security measures are likely in the province's northern area, especially Bireuen Regency, and in other urban centers such as Banda Aceh, Lhokseumawe, and Meulaboh.

Pro-independence activists may stage rallies outside government buildings or at popular gathering sites like prominent intersections, monuments, and parks. Localized transport disruptions may occur due to security measures and any anniversary events. While most planned activities such as mass prayers are unlikely to be disruptive or violent, pro-independence groups could stage small-scale attacks in rural areas and engage in provocative acts, including raising the Moon Star flag; it has a red background, with a white moon and star between black lines on the top and the bottom. Clashes between security forces and pro-independence groups cannot be ruled out; any significant violence could prompt further rallies after the anniversary. Mass arrests could occur if officials consider any gatherings to be disruptive.

Context

The Free Aceh Movement, founded in 1976, sought independence from Indonesia due to multiple factors, including the locals' discontent with the central government's treatment of the Aceh people. The movement ceased to exist following the 2004 tsunami and a peace agreement with the Indonesian government the following year. Aceh Province has since operated with more autonomy than other provinces in the country and is the only province that implements Sharia Law. However, while most locals in Aceh Province accept being part of Indonesia, some groups and former Free Aceh Movement fighters remain pro-independence. Some former separatist leaders have openly called for Aceh's independence or referendums to decide whether Aceh should gain independence.
