Further violence is possible over the coming days after communal clashes left at least 10 people dead and several others wounded on the Kenyan-Ethiopian border near Banisa, Mandera County, Dec. 20-21. Preliminary reports indicate the clashes started as a revenge attack on Ethiopian territory before spilling over into Kenya. Local authorities, including the county governor, are actively seeking a ceasefire agreement between the two groups involved. The cause of the conflict remains unknown; however.

A heightened security presence will likely remain in the area over the coming days. Officials could implement movement restrictions in the impacted area, potentially including checkpoints and curfews if tensions do not abate.

Context

Communal violence over land use and water rights between agricultural-based communities and nomadic pastoral herders is a frequent issue and particularly acute in northeastern Kenya. Eastern and northern regions of the country have experienced recurrent incidents resulting in numerous fatalities. Communal conflict is often worsened by adverse weather conditions, such as drought and flooding, which can result in irregular crop harvests.
