Crisis24 Deployed Comprehensive Medical Solutions at the 2020 Tokyo Olympics
A bespoke end-to-end program of medical services is deployed to support over 700 staff, VIPs, and talent from five international offices attending this large-scale event.
Situational Analysis
Originally scheduled to take place from July 24 to August 9, 2020, after a one-year postponement due to the COVID-19 pandemic, Japan hosted the Tokyo 2020 Olympics from July 23 to August 8, 2021. Significant sporting events such as the Tokyo Olympics bring many attendees together, from dignitaries and government officials to corporate executives and the public with approximately 20,000 athletes and staff from more than 200 countries participating. Despite the high-quality medical infrastructure in Japan, the influx of hundreds of thousands of attendees created a challenge to ensure that additional in-country health infrastructures and resources were in place to service these numbers. Crisis24’s event medical team was engaged by a renowned international broadcaster and started planning 1.5 years ahead to deliver medical solutions to support their operations.

Crisis24 supported the broadcaster with medical assistance services at the PyeongChang Winter Games in 2018 and was requested to build a bespoke end-to-end program to include a raft of deployed medical services to support over 700 staff, VIPs, and talent from five international offices attending the Tokyo Summer Games.
Identification of medical facilities, logistics mapping, and creation of MERPS
Crisis24 worked with the client and official event governing body to identify suitable medical facilities, establish access and financial standard operating procedures (SOPs) with contracted local partners, logistics mapping for all 28 client sites across Tokyo and other venues across Japan, and designed end-to-end medical emergency and response plans.
Pre-travel medical assessment, network set-up, and deployment of medical team services included:
- Pre-deployment medical assessment
- 1,500 travel-compliant COVID-19 tests
- Site health assessment
- Creation of contracted, credentialed cashless medical network
- Procurement, shipping, and set-up service for clinic infrastructure and individual medication
- Deployment of on-the-ground medics with 24/7 doctor-on-call service
- Incorporation of medical into crisis management plans and rehearsed SOPs

Results
The Tokyo 2020 Summer Games was an unprecedented event – the COVID-19 pandemic forced the IOC to delay the Games by more than a year, which impacted resource planning for the client, and the addition of COVID-19-related policies created a new set of medical requirements to support duty of care requirements. The in-depth planning that went into supporting the client for the Games, as well as Crisis24’s flexible approach, was essential to delivering a best-in-class comprehensive medical solution. Due to the careful attention during the pre-deployment medical risk assessments, only one emergency case was presented for the duration of the Games – the client typically reported 3-4 routine cases daily.
