Disruptions are particularly likely in the afternoon and evening (local time).

The National Weather Service has issued flash flood watches and warnings for parts of New York state and Pennsylvania. Other transportation disruptions, inducing hazardous driving conditions and rail disruptions, are also possible, along with flooding and power outages.
