Libya: Unidentified armed group storm NOC headquarters in Tripoli November 23
Unidentified gunmen storm into National Oil Corporation headquarters in central Tripoli on November 23; avoid the area
Event
Sources operating in the region reported that a number of unidentified gunmen stormed the National Oil Corporation (NOC) offices in central Tripoli on the afternoon of Monday, November 23. It is currently unclear whether any shots have been fired in the incident or which of the numerous armed groups operating in the capital are involved, but the incident is believed to be linked to a dispute over the release of oil revenue currently held in a private Libyan bank account to the Libyan Central Bank. The group invaded the offices at around 13:30 (local time) but it is unclear whether they intend to continue occupying the site.
Further information on the incident is currently unavailable. Travel disruptions and a heightened security presence are likely around the NOC headquarters in the near term.
Advice
Those in Tripoli are advised to avoid the area around the NOC headquarters until the situation has stabilized, monitor developments, and heed any directives issued by local authorities.
The security environment in Libya remains complex. Although travel is possible in some areas (with appropriate security protocols in place), other areas should be considered strictly off-limits. Professional security advice and support should be sought prior to travel.
