Uganda: Government orders social media platforms, online messaging services blocked starting Jan 12 ahead of upcoming election
Ugandan government blocks social media access nationwide effective Jan. 12. Protests, communications disruptions likely.

The Uganda Communications Commission (UCC) has reportedly ordered internet service providers in the country to block all access to and use of social media sites and online messaging platforms until further notice effective Jan. 12. News of the move comes only days ahead of the nation's Jan. 14 general election. Officials with the UCC have generally not commented on the matter; however, the Ugandan government allegedly imposed a social media and messaging blackout immediately ahead of the country's February 2016 general election.
In addition to disrupting business social media presence and some online communications within Uganda, such a shutdown could draw public backlash. Protests are possible by opposition activists who would view it as a government attempt to hinder their ability to communicate and organize action in the final run-up to the vote. Activist groups have made numerous allegations of government harassment and intimidation against opponents and critics of incumbent President Yoweri Museveni as election day approaches. Protesters have clashed with security forces in the past; attempts by security forces to disperse gatherings or prevent activists from assembling could increase the potential for disturbances at any demonstration that may materialize.
Security forces will likely remain deployed at strategic points in urban centers in the coming days. Authorities will almost certainly deploy increased security in major cities to enforce coronavirus disease (COVID-19)-related rules on gatherings; police patrols will likely detain violators. Security forces may use force to disperse any protests. Police operations may result in unannounced road closures, airport transfer delays, and localized transport and commercial disruptions.
Context
Various political parties have widely used social media platforms for campaigning and organizational purposes in the lead-up to the Jan. 14 election. The Ugandan government's decision to block social media follows the shutdown of some government accounts by at least one major platform for allegedly using falsified accounts to engage in actions aimed at manipulating debate and the flow of information ahead of the polls.
Advice
Exercise caution through at least Jan. 15 if operating in Uganda. Avoid any areas where crowds appear to be forming or security forces deploying. Confirm appointments, as well as route and destination security conditions, before conducting ground movements. If crowds form or violence occurs nearby, leave the area immediately and seek shelter in a secure location. Consider alternative communications solutions to web-based messaging apps until the government lifts its block on such services.
