Further protests possible through early December across Uganda, especially Kampala, amid detention of opposition figure since Nov. 16.

Further protests are possible nationwide, particularly in Kampala, through at least early December amid the detention of opposition figure Kizza Besigye of the Forum for Democratic Change (FDC). Besigye was arrested in Kenya with another opposition member under unclear circumstances on Nov. 16 and is currently in custody in the Luzira Prison in Kampala. On Nov . 25, police arrested FDC supporters along the Sezibwa Road; they were marching towards the Kenya High Commission. On Nov. 26, security forces prevented a prayer gathering in Rukungiri, Rukungiri District, the region of Besigye's birth.

Several opposition politicians have denounced his arrest, and some have called for protests if Besigye is not released on Dec. 2. Gatherings are more likely during the next court appearance at the Makindye Court on Dec. 2. Other likely gathering locations include the High Commission of Kenya and the Luzira Prison.

A heightened security presence will likely meet organized or spontaneous protests. Clashes are likely, as security forces will probably disperse any gathering that materializes. Localized disruptions are likely in the vicinity of any protests that occur.

Avoid all protests. Plan for extra travel time near protest sites. If violence breaks out, leave the area immediately and take shelter in a secure, nongovernmental building. Heed instructions from authorities.
