Officials are implementing strict controls in Hai Duong Province, especially Chi Linh city, following the confirmation of coronavirus disease (COVID-19) cases in the area. Under lockdown rules set to remain in place through at least Feb. 18, residents of Chi Linh city are required to remain inside their homes unless leaving for essential purposes, such as purchasing food or seeking medical care. Nonessential passenger transport in and out of Chi Linh is banned. Authorities will allow essential goods into the city. Outdoor gatherings of more than two persons are prohibited. All nonessential businesses in the city are closed. Strict movement controls could be extended to other parts of the province, and possibly adjacent areas, in the coming days and weeks if additional COVID-19 cases are discovered.

Other restrictions have been imposed throughout Hai Duong Province. The central government has ordered Hai Duong residents to remain within the province. Activities involving large crowds are banned. Factories found to be in violation of social distancing directives may be subject to closure. Educational institutions are closed until further notice.

Officials have set up screening checkpoints on roads throughout Hai Duong Province. Additional security personnel will likely remain deployed in the province to enforce movement and gathering restrictions. Authorities will probably maintain a heightened security posture for the duration of the restrictions. Severe business and transport disruptions are likely, particularly in Chi Linh and any other areas that come under lockdown orders.
