Political demonstrations are likely in Catalonia ahead of the Feb. 14 elections for regional Parliament. The regional elections are widely seen as a test of the strength of separatist sentiment in Catalonia and protests by both unionist and separatist groups are likely in the coming weeks. Most political campaigning and protest activity will be centered in and around Barcelona, though smaller events are likely in other major cities, including Girona, Lleida, and Tarragona. Likely demonstration venues include central squares and outside regional government buildings, including the Catalonian Parliament at Parc de la Ciutadella in Barcelona.

Despite the government's restrictions on gatherings due to the coronavirus disease (COVID-19) pandemic, any events relating to the independence debate have the potential to draw high participants. Authorities will almost certainly deploy increased security around potential demonstration venues as a precaution. Congestion is possible on roads and public transport near any such events. Police are also likely to move to disperse any gatherings that are in clear breach of current COVID-19 restrictions. While gatherings are likely to remain peaceful, isolated violence is possible between rival activists, or between demonstrators and police.

Context

The Catalonian regional government had planned to hold the election on May 30, citing the current increased threat to public health arising from the COVID-19, though a court ruled Jan. 29 that the deferment was politically motivated and that the poll should go ahead on Feb. 14.

Avoid all demonstrations as a standard precaution. Leave the area immediately at the first sign of a confrontation. Expect localized travel disruption during demonstrations; seek updated information on traffic conditions from trusted local sources.
